The Economic Freedom Fighters (EFF) calls on all South Africans to actively participate in the legislative process of the Insourcing Bill, a Private Member’s Bill introduced in Parliament by the Treasurer General of the EFF, Omphile Maotwe. The Bill is scheduled to be formally tabled before the Portfolio Committee on Public Service and Administration on Wednesday, 4 March 2026.

 

We also welcome the decision of the Committee to include public participation in the processing of the Insourcing Bill following a principled demand by the EFF that the voices of the people must be heard before any determination is made on the desirability of the Bill. This victory for democratic accountability comes after attempts by certain members of the Committee to prematurely frustrate the Bill without affording the public an opportunity to make submissions.

 

The Insourcing Bill seeks to legislate one of the most fundamental objectives of the EFF, the building of State capacity to end the corrupt and wasteful tender system. If passed into law, the Bill will oblige the State to insource critical services such as cleaning, gardening, Information Technology services, catering, maintenance and repair services, and other essential support functions currently outsourced to private companies.

 

The over-reliance of the State on private contractors even for the most basic services has hollowed out public institutions, eroded internal capacity, entrenched corruption, and diverted public resources into the hands of politically connected elites. Insourcing is not merely an administrative reform, it is a decisive intervention to restore public service ethics, create stable employment, improve service delivery, and safeguard public funds.

 

We thank workers, labour formations, civil society organisations, students, professionals, outsourced workers and all members of society who submitted inputs and comments during the drafting of the Insourcing Bill. Your contributions have strengthened the content of this progressive legislation and reaffirmed the collective commitment to building a capable and corruption-free State.

 

We further call on all those who wish to make written and/or oral submissions during the parliamentary process to formally indicate their intention to do so to the Secretary of the Portfolio Committee on Public Service and Administration no later than 24 February 2026, and to copy EFF Communications in their correspondence.

 

In their correspondence, prospective participants must clearly state whether they intend to make a written submission, an oral presentation, or both, and indicate their availability for Wednesday, 4 March 2026, to enable the Committee to properly coordinate and schedule the proceedings.
